I am in my fifth year managing  L.I.H.E.A.P. in the New Hampshire Upper Valley, also known as Fuel Assistance. Each of these years I have run across mass media articles regarding large cuts to this necessary heating/cooling program. This year as well as last year there was talk of cutting the program by up to 50%.&lt;br /&gt;I have been asked if this program will still exist once government votes on the budget. My answer, same old same old business. I am still taking applications and I expect that the program will survive. This program has to survive! There are households with children, disabled members and the elderly that depend on this every year to make ends meet. I see a lot of fixed income households in my office. A fixed income with rising fuel costs and no increase in Social Security benefits makes life a little more stressful. I couldn't imagine that the government would let the less fortunate households die in their homes due to hypothermia or for the southern states heat exhaustion. That is a lot of blood on ones hands. At least in New Hampshire we have RSA: 165 (City Welfare), as for all of the other States, I'm not so sure what resources they will have for their communities. The Housing  Wage is the hourly wage a family must earn – working 40 hours a week, 52  weeks a year – to be able to afford the rent and utilities for a modest  home. NH’s Housing Wage has increased 48% since 2000.&lt;/p&gt; &lt;p&gt;“This is especially troubling since it’s happening just after  Congress decreased HUD funding by almost 6.5 percent for FY11 and at the  same time that deep cuts are on the table for the FY12 federal budget,”  said Elissa Margolin of &lt;a title="Housing Action NH" href="http://www.housingactionnh.org/" target="_blank"&gt;Housing Action NH&lt;/a&gt;,  a coalition that includes AFSC. “We need NH’s Congressional delegation  to recognize the extreme importance of federal rental assistance to the  stability of thousands of families in New Hampshire.”&lt;/p&gt; &lt;p&gt;The report, &lt;em&gt;Out of Reach 2011,&lt;/em&gt; was jointly released by the  National Low Income Housing Coalition and Housing Action NH. The report  provides the Housing Wage and other housing affordability data for every  state in the country.&lt;/p&gt; &lt;p&gt;About 27 percent of all New Hampshire households are renters. Federal  rental assistance programs enable 22,320 low income NH households to  rent modest housing at an affordable cost. About 74 percent of these  households are headed by people who are elderly or have disabilities;  approximately 19 percent are families with children. &lt;/p&gt; &lt;p&gt;“In addition to the high housing wage, a growing number of households in New Hampshire -- 29,317 households -- are paying &lt;em&gt;more than half&lt;/em&gt;  of their monthly cash income towards housing costs,” added Margolin.  “When housing costs consume more than half of a low income family’s  income, that family faces a high risk of becoming homeless.”&lt;br /&gt;&lt;br /&gt;While  costs of rental housing have increased, incomes have decreased. The  typical renter in the Granite State earns $12.61, which is $7.15 less  than the hourly wage needed to afford a modest unit. This is about how much LIHEAP has been funded for the last couple of years. Obama's proposed budget wants to slash this amount to about $2.6 billion. This would leave millions of households with back fuel bills and in turn making them COD (cash on delivery only) with their fuel companies and left in the cold. Most households are not able to pay $450+ for a deliverable fuel right up front. I have known households in the Upper Valley that spend this much a week to keep their home heated. &lt;span style="font-weight: bold;"&gt;Remember the oldest homes in the United States of America are here in New England. &lt;/span&gt;There are many homes that are in need of weatherization. Weatherizing ones home can become costly and without the proper funding of LIHEAP there will be less homes getting the improvements they need in order to &lt;span style="font-weight: bold;"&gt;reduce &lt;/span&gt;&lt;span&gt;their&lt;/span&gt; energy costs. If were reducing energy costs then we are reducing the amount of Federal need when it comes to LIHEAP...hmmm, well I guess it would make sense to weatherize the heck out of New England homes. I wish I had a figure of how much New Englander's would be saving if this were a possibility.&lt;br /&gt;&lt;br /&gt;The last several years I have helped disburse supplemental benefits which are "extra" federal monies available to help those with deliverable fuels at the end of the season.  New Hampshire has not received enough funding this year to do supplemental benefits. According to Kathy McCosh, Tri-County CAPs EHCCO Coordinator, last year the supplemental for New Hampshire cost $10 million. This year New Hampshire raised the income limits to 60% of the SMI as it has done for the past several years, at a total cost of around $2 million. She expects to be able to serve all persons applying for assistance at the 60% SMI level with a base benefit. Benefits range between $150-$1125. Most LIHEAP benefits are not enough for the cold Northeast winters and a lot of times the supplemental helps enough to finish off the cold seasons heating bills. There are no supplemental benfeits this year. Remember Obama wants to cut the LIHEAP aid.....&lt;br /&gt;&lt;br /&gt;How are folks supposed to get through a winter with half the benefit amount. Most households will barely be able to get a minimum delivery on LIHEAP benefits if Obamas budget goes through as proposed. This will effect fixed income households, the elderly and disabled the most. RSA-165 can only go so far and the local agencies can only help by certain means. So call your State Senators, Representatives and Governor! This is how long these states have to keep up with heating costs.  When the temperature drops pipes freeze, burst and this can become a very costly event. Safety is another concern during the winter months in New England. A horrible domino effect.&lt;br /&gt;&lt;br /&gt;The first briefs of the Obama Administration FY 2012 cuts were reported by &lt;span style="font-style: italic;"&gt;National Journal&lt;/span&gt;. The Obama administration is playing with the idea of cutting L.I.H.E.A.P (Low Income Home Energy Assistance Programs). Thousands of homes all over the United States rely on this program to make ends meet during the cold months in the Northern parts of the Country and the sweltering months in the southern part of the country.&lt;br /&gt;&lt;br /&gt;Currently  L.I.H.E.A.P. is funded at the $5.1 billion level and this is barely enough during these STILL, economic hard times. Fuel prices are up and down and the cost of living just keeps sky rocketing. There is talk about cutting this program back between $2.5-$3 billion.&lt;br /&gt;&lt;br /&gt;I help disperse these funds and I can not fathom what would happen to my New England neighbors if they unable to heat their homes. A basic necessity for a human is a home. Without heat, you are homeless. (Low Income Home Energy Assistance Programs) is in trouble. New Hampshire residents might find themselves qualifying for the program but on a wait list.&lt;br /&gt;As of November 4, 2010,  14,419 households in New Hampshire have applied for Fuel Assistance. According to Joanne Morin, director of the state Office of Energy Planning (OEP), once we reach 25,000 households we will have to start a wait list.&lt;br /&gt;Last year LIHEAP in New Hampshire was funded at $40.8 million, this year it looks like NH will be funded at $19.7 million!!!! Segments 4-6 will appear in following SERG updates.)&lt;br /&gt;&lt;br /&gt;The two primary ways homes lose heat are through:&lt;br /&gt;Conduction - heat moving through a solid walls, roofs and foundation, and&lt;br /&gt;Convection - heat moving through air that leaks out openings in your home.&lt;br /&gt;Of these, convection is the primary source of heat loss in most homes.  And the&lt;br /&gt;largest amount of air leakage takes place through holes high and low in the&lt;br /&gt;house.  That's because warm air is lighter than cold air, so it rises up and&lt;br /&gt;puts pushes itself out openings high in your home.  This creates low pressure in&lt;br /&gt;your basement pulling cold air in openings there.  In the next segment, we will&lt;br /&gt;discuss where these typical leaks are and how to find them.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Part 3 - FINDING AIR LEAKS IN YOUR HOME.&lt;br /&gt;&lt;br /&gt;Some of the biggest and easiest to seal air leaks in your home are found between&lt;br /&gt;the second floor and attic (around attic hatches, chimneys, plumbing and wiring&lt;br /&gt;penetrations, recessed lights, tops of interior walls) and in your basement (at&lt;br /&gt;the sill-to-foundation juncture, around bulkhead doors and windows, through&lt;br /&gt;plumbing and wiring penetrations or old stone foundations).  Finding leaks in&lt;br /&gt;the basement when it is cold and windy outside is easy, because you can feel for&lt;br /&gt;the cold air being pulled in through these openings.  You can also see the&lt;br /&gt;breeze blowing cob webs around.  If you have a frozen pipe, feel fro the cold&lt;br /&gt;air blowing in on the pipe.  To find air leaks pushing out of the house between&lt;br /&gt;the second floor and attic hold a piece of smoking incense near these leaky&lt;br /&gt;areas on a cold, windy day and look for it being pulled out. It’s important to note that over 60,000 structure fires each year in the US are caused by home heating systems.  With that in mind, there are some important tips you can follow to ensure your homes heating systems are used safely:  &lt;/span&gt;&lt;/p&gt;  &lt;p  class="MsoNormal" style="font-family:lucida grande;"&gt;&lt;span style="font-size:12;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;ol  style="font-family:lucida grande;"&gt;&lt;li&gt;&lt;span style="font-size:12;"&gt; &lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span style="font-style: normal; font-variant: normal; font-weight: normal; line-height: normal; font-size-adjust: none; font-stretch: normal;font-size:7;" &gt;  &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;Keep and maintain a 3 foot clearance between all heating appliances and anything that can burn.&lt;/li&gt;&lt;li&gt;&lt;span&gt;&lt;span&gt;&lt;span style="font-style: normal; font-variant: normal; font-weight: normal; line-height: normal; font-size-adjust: none; font-stretch: normal;font-size:7;" &gt;            &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;When buying a portable space heater, make sure it has a tip over safety feature that will automatically shut off the unit if it falls over, and look for a label or some form of listing that shows the heater has been recognized by a testing laboratory such as (UL).&lt;/span&gt;&lt;span style="font-size:12;"&gt;&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:12;"&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span style="font-style: normal; font-variant: normal; font-weight: normal; line-height: normal; font-size-adjust: none; font-stretch: normal;font-size:7;" &gt;    &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;Space heaters should always be turned off when you leave a room and prior to going to bed.&lt;/span&gt;&lt;span style="font-size:12;"&gt;&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:12;"&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span style="font-style: normal; font-variant: normal; font-weight: normal; line-height: normal; font-size-adjust: none; font-stretch: normal;font-size:7;" &gt;  &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;If you have a wood stove, or use a fire place, have the chimney cleaned every year prior to the cold weather months.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span style="font-style: normal; font-variant: normal; font-weight: normal; line-height: normal; font-size-adjust: none; font-stretch: normal;font-size:7;" &gt;   &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;If you have an oil burning or propane furnace, have the furnace serviced annually by a qualified person.&lt;/span&gt;&lt;span style="font-size:12;"&gt;&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:12;"&gt;&lt;/span&gt;&lt;span&gt;&lt;span&gt;&lt;span style="font-style: normal; font-variant: normal; font-weight: normal; line-height: normal; font-size-adjust: none; font-stretch: normal;font-size:7;" &gt; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span&gt;Make sure your fireplace has a sturdy screen to prevent sparks from igniting floor materials. They can now expect to receive their monthly electric discounts which range between 5% and 70% off of their bills. The NH Senate voted yesterday and passed the bill to appropriate Weatherization money for the EAP. Both of these programs are supported by surcharges from each households electric bill paid. I have read several articles and it seems that the number of households on the wait list range between 7,000-8,000. (note: Weatherization is also supported by Federal dollars).&lt;br /&gt;&lt;br /&gt;I have to personally say that this is such a relief. I was wondering if there would ever be funds available again for the EAP. There is such a high demand for help with electric bills. I see disconnect notices all of the time. Due to the failing economy my office is still seeing many new and returning clients.  The fax machine is in constant motion, the phones are ringing non-stop. Homeless Programs here are just as busy, especially with their new Housing WIN Program. You can learn more about the Homeless Programs by going to: &lt;a href="http://www.tccaphomeless.org/"&gt;http://www.tccaphomeless.org/&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;LIHEAP (Low Income Home Energy Assistance Program) Emergency season started December 1, 2009 and thus far I have completed 48 emergency fuel applications. An emergency constitutes as 1/8th or less of Kerosene or Oil, 10% or less of propane, an electric heat disconnect, a week or less of wood, or if heat is included in the rent an eviction notice or notice to quit.&lt;br /&gt;&lt;br /&gt;Completed Applications so far:&lt;br /&gt;&lt;br /&gt;LIHEAP (Fuel Assistance): 639&lt;br /&gt;EAP (Electric Assistance Program): 308&lt;br /&gt;&lt;br /&gt;Currently there are many clients applying for EAP but they are being wait listed if they are income eligible. This is because there is not enough funding for the program. If a client does not recertify their application on time or move away or becomes deceased then there is an open slot.  According to the Associated Press (&lt;a href="http://wbztv.com/wireapnewsnh/Senate.expected.to.2.1407761.html"&gt;http://wbztv.com/wireapnewsnh/Senate.expected.to.2.1407761.html&lt;/a&gt;) there are about 7,500 people on the EAP wait list in New Hampshire and the NH Senate is trying to push a bill to appropriate stimulus energy efficiency money for this program, meaning from the Weatherization Program.I have had clients waiting for over a year now for their monthly electric discount.  An EAP monthly discount can range between 5% to 70%. There are arugments about this appropriation. Still a busy schedule in applying people for LIHEAP. With the increase in job layoffs I am forecasting a steadily full schedule till the end of the April which is when LIHEAP ends for the season. I'm working as efficient as I can to try and get the word out to the folks who may still not know about this program and are currently unemployed. Speaking of unemployed, unemployment is 1.7% higher in New Hampshire between January 2008 and January 2009 according to &lt;a href="http://www.nh.gov/nhes/elmi/lausbrief.htm"&gt;http://www.nh.gov/nhes/elmi/lausbrief.htm&lt;/a&gt;.  Here are some quick numbers for the State of NH and Grafton County. I chose Grafton County because this is the county that I work in.&lt;br /&gt;&lt;br /&gt;New Hampshire Unemployment&lt;br /&gt;January 2008                                 Difference as of January 2009&lt;br /&gt;Employed 708,500                                      Difference of 13,510&lt;br /&gt;Unemployed 29,180 Difference of                                     12,760&lt;br /&gt;Unemployment rate 4.3% Difference of                            1.7%&lt;br /&gt;&lt;br /&gt;Between December 2008 and January 2009 there was an increase of 10,600 people unemployed in New Hampshire. This is frightening because this is just in a one months time.&lt;br /&gt;&lt;br /&gt;Grafton County (NH) Unemployment&lt;br /&gt;January 2008                                  Difference as of January 2009&lt;br /&gt;Employed 46,710 Difference of                                             1,060&lt;br /&gt;Unemployed 1,640 Difference of                                          600&lt;br /&gt;Unemployment rate 3.4%                                Difference of 1.3%&lt;br /&gt;&lt;br /&gt;Between December 2008 and January 2009 there was an increase of 690 people unemployed in Grafton County (NH).&lt;br /&gt;&lt;br /&gt;Most of the newly unemployed have never had to apply for LIHEAP before and do not know how the program works. I'm on the front line now shooting out as much information as I can to educate those and spread the word before the season ends. color: rgb(255, 0, 0);"&gt;Gasoline: $1.89/gal&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(255, 0, 0);"&gt;Diesel: $1.57/gal&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;A dollar and some change may not seem like much, but it add's up and it add's up on the "things" that we all consume. Just because the fuel prices have gone down doesn't mean that social service agencies as well as food pantries have seen a decrease in clientele. I can say that in my office it has been heavy and steady. Most recently there have been a large number of lay offs. So not only have I seen an increase in  people applying for &lt;span style="font-weight: bold;"&gt;LIHEAP&lt;/span&gt; who are low-income and a vulnerable population as well as many others, there are now more people coming into my office who are trying to prepare for the near future before their lay offs catch up with them financially.&lt;br /&gt;&lt;br /&gt;One flaw with the &lt;span style="font-weight: bold;"&gt;LIHEAP&lt;/span&gt; program that I run is that I &lt;span style="font-weight: bold;"&gt;HAVE&lt;/span&gt; to take income from the date of the clients application and thirty days prior. This means &lt;span style="font-weight: bold;"&gt;ANY&lt;/span&gt; income received within the household. For example if someone is laid off and comes into my office a week later for help with their fuel, their current income does not reflect their current situation.&lt;br /&gt;&lt;br /&gt;So our media has finally admitted to this recession. I never knew why my parents opted out of free hot water, but I've been obsessed with solar technology ever since.&lt;br /&gt;&lt;h2&gt;Solar Heat For The Masses&lt;/h2&gt;&lt;br /&gt;One of my all time favorite products was designed by a Newfoundlander and is called the Cansolair. The Cansolair is an inexpensive solar panel made out of Plexiglas and recycled aluminum cans that can heat about 800 square feet of living space during the day. One of my favorite alternative heating options  is geothermal heat because it is sustainable and in the right application it is cost effective. Geothermal heat uses the constant temperature of the earth to heat or cool a building. It has constant updates (no pretty graphics though...) &lt;a href="http://www.neada.org/"&gt;www.neada.org&lt;/a&gt; Its the National Energy Assistance Directors Association.&lt;br /&gt;Here is the most recent press release...&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;"Congress Passes CR, Increases LIHEAP Funding to $5.1 Billion&lt;/span&gt;   &lt;h5&gt;&lt;span style="font-size:85%;"&gt;September 26, 2008&lt;/span&gt;&lt;/h5&gt;   &lt;p&gt;&lt;span style="font-size:85%;"&gt;The FY 09 CR was passed by the Senate on Saturday by a vote of 78-12.    It now goes to the President for signature and there is every    expectation that he will sign it. So, we are even closer to a historic    victory for LIHEAP! Thanks so much for your help the last year in    providing data, program summaries, etc. It helped a great deal. The    numbers were used as part of the Appropriation Committee calculations.&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-size:85%;"&gt;The CR provides $5.1 billion for LIHEAP of which $4.5 billion would    be for the basic grant, an increase of $2.53 billion in the basic grant    from $1.98 billion in FY 08. The remaining $590.3 million would be    provided as emergency contingency funds, the same level as provided in    FY 08. Of the funds provided for the basic grant, $3.669 billion will be    allocated by holdharmless or Tier 1 part of the formula and $839.9    million by Tier 2 and Tier 3.&lt;/span&gt;&lt;/p&gt;   &lt;p&gt;&lt;span style="font-size:85%;"&gt;In addition, the bill:&lt;/span&gt;&lt;/p&gt;   &lt;ol&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Increases the eligibility ceiling from the greater of 150% of     poverty or 60% of state median income to the greater of 150% of     poverty or 75% of state median income,&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Allows states to carryover any funds remaining from FY 08 to FY     09&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-size:85%;"&gt;Requires that all funds provided be obligated within 30 days of     enactment. This would seem to suggest that the Administration would     be required to obligate the $590.3 million in emergency contingency     funds. That is a tough thing for people in their 70’s and 80’s to have to make those kinds of decisions.”&lt;br /&gt;He’s not alone in his concern for the health of North Country residents.&lt;br /&gt;Martha McLeod, the executive director of the North Country Health Consortium, says people with limited incomes are being forced to make tough decisions.&lt;br /&gt;“What we find is they prioritize basics such as maybe their shelter or heat before they will buy food and medication.”&lt;br /&gt;Robitaille says he’s seeing that, too.&lt;br /&gt;“I have clients who have come in and tell me they only fill up half a prescription, or they take their pills and cut them in half at home or they will take one prescription for one month and another one for another month. That is going on right now.”&lt;br /&gt;Along Main Street in Berlin merchants have already been looking at thin profit margins.&lt;br /&gt;Cindy Morin, the owner of a shoe store, says she and her husband already cutback on their health insurance last year.&lt;br /&gt;Asked whether energy costs are a problem ….&lt;br /&gt;“Oh, my God yes. Absolutely. It is like ‘wow.’”&lt;br /&gt;Their 10 year building is energy efficient. But she’s seen their heating cost increase about 300 percent – despite keeping the thermostat down.&lt;br /&gt;“It has affected the bottom line dramatically.”&lt;br /&gt;Morin figures she’ll keep the temperature down. Maybe they’ll have shorter hours.&lt;br /&gt;“It is something we haven’t dealt with before. I don’t know what we are going to do. But there comes a point when you say, this is absolutely ridiculous.”&lt;br /&gt;Businesses that lease space are temporarily protected by fixed rents.&lt;br /&gt;Dick Poulin owns several buildings in Berlin.Like many people he watched the oil prices go up and up and up, hoping it would stop..&lt;br /&gt;“But it wasn’t stopping and I think for a lot of people that was terrifying. I think everybody is keeping quiet, but they are afraid.”&lt;br /&gt;His tenants have contracts so he can’t pass the heating cost along.&lt;br /&gt;When those leases are up he can increase the rent but not enough to cover the increased cost.&lt;br /&gt;“You have to raise it but at the same time you never can get it to what it used to be because these people have to survive, too. You can make it impossible for the tenants so they can’t stay and they can’t survive and you are worse off. So you have that terrible balance that you just want to be above breaking even.”&lt;br /&gt;Domestic violence centers, like the Burch House in Bethlehem, are also facing trouble.&lt;br /&gt;FURNACE SOUND&lt;br /&gt;That’s the furnace in Burch House.For director Jeanne Robillard , it’s the sound of money going up in flames.&lt;br /&gt;In her tiny office, where a piece of cardboard covers a broken window pane, she looks through the bills.&lt;br /&gt;Last year she paid about $14,000 for heat. This year she figures she’ll need at least $3,500 more. Without a big increase in donations that means less money to help women in desperate need.&lt;br /&gt;“Most of them have been rendered homeless because of some kind of violence in their home. They have had to flee their home. They have no where else to go. Some of them, we take them right off the street because they have been in the car with their kids. They come here. They don’t have any clothing. But if that effort fails, the state would advance up to $10 million from the state treasury, according to a plan being announced today by Gov. John Lynch and legislative leaders from both parties.&lt;br /&gt;The $10 million would mean the program could at least serve the same number of families — about 30,000 — it served last year. Last Tuesday, Upper Valley United Way announced the group's first financial initiative, a $200,000 campaign drive for a special home heating aid fund, called Winter Assistance Resource Management (WARM).&lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;Upper Valley United Way Executive Director Julia Hadlock likened the new fund to the special “emergency” initiatives that her agency put in place after 9/11 and Hurricane Katrina. “It is a crisis,” she said. “It is a similar strategy.”&lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;United Way solicits donations from thousands of Upper Valley workers each year through forms distributed in paychecks, and Hadlock said those forms will now include a special section for WARM contributions.&lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;The money will be used to help weatherize homes, educate consumers and pay for fuel, through area organizations such as Listen, COVER and Tri-County Community Action Program.&lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;Finley Morris, who directs the Lebanon office of Tri-County CAP, said WARM will help her office extend heating help to a rash of new applicants, including some whose incomes are slightly above the threshold for government assistance. “Basically it's going to help us fill the gaps,” she said. “People are in a panic.”&lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;Hadlock tracks calls to Vermont's three-year-old “211” social services line, and said queries for housing and shelter help doubled between June and July this year, in both Windsor and Orange counties. &lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;“We're getting calls this year from older adults who have never accessed fuel assistance before,” said Dana Michalovic of ServiceLink, a New Hampshire nonprofit that helps residents find services. “We're getting calls from people well into their 80s who are saying, ‘I'm really scared.’”&lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;That fear may be brought on my fuel prices, but according to Finley Morris, “It's going to hit every agency in its own way.” As money gets tight, she said, homelessness rises and food pantries are stretched. Safety issues crop up, as residents patch together space heaters. &lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;“I don't think any of us have seen the kind of crisis on the horizon like we see now,” she said.&lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;The unparalleled scope of the anticipated heating crisis, though, has inspired an equally unique cooperative effort among diverse area agencies; including hospitals, faith-based groups, private nonprofits and government programs. &lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;Greg Norman, interim director for community benefits at Dartmouth-Hitchcock Medical Center, said he convened the first meeting of the loose coalition at the request of ServiceLink board member and N.H. Rep. Laurie Harding (D-Lebanon). For Norman, the hospital's involvement is natural.&lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;“People may not make a direct link between the cost of home heating fuel and health care,” he said, “but we'll begin to see people canceling appointments. They'll say they can’t afford the gasoline to get to appointments, or we’ll see people who can’t afford to buy the prescriptions they need. We're pretty significantly concerned at this point in time.”&lt;/span&gt;&lt;/p&gt;          &lt;p style="font-family: arial;font-family:arial;" &gt;&lt;span style="font-size:100%;"&gt;Like Finley Morris, Norman has been involved in Upper Valley social services for more than 15 years, and during that time, he said he's seen plenty of cooperation among area agencies. I see this every single day that I am in my office. Sometimes when I think I have it tough and rough, I listen to my clients and realize that I can &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_0"&gt;at least&lt;/span&gt;  work another job or two if I needed to. A lot of the people who I work with are disabled and elderly. A person who is 90 years old and lives on $357 a month (wonderful social security benefits) , has no way or it is much more difficult for them to make more income. I &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;couldn't&lt;/span&gt; hold back yesterday while speaking with a case manager. I started to tear up and sniffle. I feel so bad for the elders in my area who are so much like this one case. What are these folks going to do? I wish that I could afford to throw my paychecks into a pot for these guys. HELL OF A WEEK. Lot's of crying and saddness. People in total dispair over the doubling of fuel costs. Tissues are at a premium in our office. To top it off, the republican headquarters below us were having a party and setting up all day. This included us having to work over a band practicing, caterers setting up lines and silverware, cigar smoke and people NAILING signs INTO the trees beneath our office.&lt;br /&gt;&lt;br /&gt;Then, end of the day on Friday, I hear Angel on the phone with a YOUNG single mom, telling her what to do. Guiding her through the trials of getting help. Telling her that if she gets nowhere, to call her back and she will make sure she gets the help she needs. In our waiting room, was a tall, handsome stranger. Just sitting and waiting. There isn't a lot of privacy in our office, so when you are on the phone and getting passionate about the help someone needs, it's not uncommon to be overheard.&lt;br /&gt;Angel gets up to invite the tall, handsome stranger into her office. He isn't a client. He is a man with a check. A LARGE check. He is Scott and he owns &lt;a href="http://tarmusa.com/"&gt;TARM USA&lt;/a&gt;. They import European Pellet Stoves and are located in our service area. His company is doing well this year and they wanted to share the wealth. He presented Angel with this LARGE check so she can help seniors and disabled folks who don't get enough assistance, make it through the cold months.&lt;br /&gt;Today is Sunday and my mom called to read me a letter to the editor from our friends Larry &amp;amp; Sharon G. They are encouraging people to send us donations! WE PROMISE that these monies will be used only for the purpose intended. To suppliment the shortfall our seniors and disabled folks will have this heating season. Please! if you are reading this, visit some of the following sites and let your congress folk know that we really need an increase in LIHEAP this winter. And as most of us know this is a the year of the heat or eat dilemma for  fixed income households and many others. There are more people walking through my door this year than ever. Most leave with tears in their eyes not knowing how they are going to make it through the winter. Heating costs have doubled since last year.You can see the rising costs throughout the years and months on this website &lt;/span&gt; &lt;/span&gt;&lt;a href="http://www.msplinks.com/MDFodHRwOi8vd3d3Lm5oLmdvdi9vZXAvaW5kZXguaHRt"&gt;&lt;span style="font-family:times new roman;"&gt;http://www.nh.gov/oep/index.htm&lt;/span&gt;&lt;/a&gt;&lt;span style="font-family:times new roman;"&gt;   &lt;span style="color:#ff0000;"&gt;Even though heating costs have doubled, my programs benefit amount for fuel assistance has not increased a penny. The GROSS (what a joke) income guidelines also have not changed but a few dollars. The formula for the poverty  guidelines were  produced in the 50's by Molly Orshansky...you can look her up and see how we still go by her, ahh hum, formula.&lt;br /&gt;&lt;/span&gt;&lt;span style="color:#33cc00;"&gt;A client of mine who is 84 had a stroke a few days ago. She could barley talk and the first thing that she said to her daughter in-law was "fuel assistance". How this breaks my heart that instead of worrying about her health and wellness, she is worried about how she is going to heat her home. I wouldn't be surprised if this heat or eat dilemma brought on the stroke. Anywho, her application process was all set and done and I informed her daughter in-law...no worries.&lt;br /&gt;&lt;/span&gt;&lt;span style="color:#3366ff;"&gt;This is just one sad story, but I see this everyday, especially with the elderly.&lt;br /&gt;As neighbors and as a community people need to help one another this year. Educate each other on what are safe means of heating your home. A lot of times the elderly think it is ok to heat with their ovens...this is a big bad bad thing to do.&lt;br /&gt;&lt;/span&gt;&lt;span style="color:#ffcc00;"&gt;Donations are accepted towards emergency fuel assistance here in my office.
